It does not create vendor bills. It makes the service purchasable and reportable; billing stays purchasing's. It is a technical layer. Planning, bookings and driver management are the fleet apps on top. Products are generated conservatively. One per service type, when first needed - not a catalogue up front. It does not change odometer or contract logic. Those stay Odoo's fleet.
