It does not decide what is acceptable. The loss rate on the BoM line is your policy; the report compares against it. It does not charge the subcontractor. Commercial recovery is a conversation, with this report in hand. It only counts finished subcontract orders. Orders still in progress show no loss figure yet. Loss columns appear only when grouped by purchase order. Other groupings keep the plain consumption columns.
