It does not explain the loss. It measures it - the cause is a shop-floor conversation. It needs a bill of materials. Without a standard there is nothing to compare against. It does not adjust the BoM. Changing the standard is a deliberate decision. By-products are analysed separately. Because a by-product is not a loss.
