It is a setting because switching it on in a database full of duplicates would block saving. Clean first, then enable.
Save a second contact with the same tax code and Odoo refuses it, naming the contact that already carries the code.
The tax code is searchable, so finding the existing record before creating a new one is one search.

Read this before you buy. Everything below is something the app deliberately leaves to another app or to you.
Uniqueness is checked; whether the number is a valid VAT registration is Odoo's own VAT check or your localisation's.
Existing duplicates stay until you merge them with Odoo's own tool - which is why the check is a setting.

It does not validate the code's format. Uniqueness is checked; whether the number is a valid VAT registration is Odoo's own VAT check or your localisation's. It does not merge duplicates. If your partner doesn't have tax ID information, you can set up your partner's tax ID on the partner's contact in the Contacts app.
Navigate to Contacts, after installing the module, on the quick search filter will appear 1 filter Search Tax ID for. You enter your partner's tax ID in the quick search bar, choose Search Tax ID for:
