What does Project Budget Management not do?
Only lines on the project analytic account count. Lines by budgetary position alone are not attributed. Progress is practical over planned. No forecast to completion. Access follows budget rights. Users without budget access see no figures. Nothing to configure. Install it and the behaviour is there.
